Reasonably insightful analysis on the ACA. The author hits it on the head when she notes that the perception of success of the ACA will be tied to the expectations of those with policies from the Exchange(s), and there is likely to be a gulf of difference between the expectations and resultant experience.
Many, if not most, Americans equate having health insurance with the notion that they'll have to pay little, if anything, out of pocket for care. The policies resulting from the ACA don't provide this. What they do provide, largely, is a cap on what one would have to spend on medical care for any given year, even if afflicted with a serious medical condition. Such policies can prevent people from losing all they've worked for due to illness and make it more likely they'll receive the care they need, but the out of pocket costs will be significant in many instances.
Perhaps with more people in the system, the relative high cost for certain procedures in the US will fall to the charges seen in other countries. We'll see. If the ACA isn't perceived as working, it may not last long enough for a determination to be made.
